According to the 2017 Global Corruption Perception Index, India is one among the "Worst Offenders" category, based on the level of graft and press freedom in the region of Asia Pacific.

Based on the perceived levels of corruption in the public sector, the Global Corruption Perception Index releases the ranks of 180 countries and other territories. India scored 81st rank on the list and comparing with the previous years, there isn't much progress. India was ranked 79th among 179 countries in 2016.

According to the scale used build the index, a country with a score closer to zero is the worst one, while a country with a score closing to 100, is considered as a very clean state. When India scored only 38 in 2015, India needed two more years to add just 2 points to become 40 in 2017.

According to the statement of Transparency International, some countries across the Asia Pacific regions have witnessed, activists, opposition leaders, journalists, and even law enforcement agency officers or watchdog agencies being threatened or sometimes in the worst cases, even murdered.

They further added that the worst offenders in Asia Pacific region include Maldives, India, and the Philippines. According to Transparency International, these three countries have a high level of corruption in public sector and have very low freedom of the press and a high number of deaths of journalists.

Based on the report released by the Committee to Protect Journalists (CPJ) about 15 journalists who were working on stories related to corruption were murdered in these countries within last 6 years.

New Zealand and Denmark became the cleanest countries in the latest ranking, with score of 89 and 88 respectively

Syria, South Sudan and Somalia ranked the lowest in the list with scores of 14,12 and 9 making them the countries with worst levels of corruption.

China ranked 77th with a score of 41, Brazil ranked 96th with a score of 37 and Russia got a position of 135th with a score of 29. Here we can see India works better than Brazil and Russia in terms of less corruption.

Taking a closer study on the report, we can understand the fact that, Countries which provide a low level of protection for their press and non-governmental organization (NGO) are also seen to be performing with worst levels of corruption.

A close examination on the report analyzed with the report of CPJ, it says that for the last 6 years, 9 out of 10 journalists were murdered in those countries with a score less than 45 on the index.
